ECALM at P1 Enrolment

Through ECALM, libraries are perfectly placed to support children and families through the transition to primary school by providing support for home learning and by fostering a lover of reading for pleasure.

Tackling inequity is at the heart of the Scottish Government’s agenda, to ensure that every child can succeed in school. By offering library membership at Primary 1 enrolment all children have equal access to quality reading materials and family learning opportunities that will support them throughout their time at school and beyond

Libraries are perfectly placed to support the vision for Education in Scotland set out in the National Improvement Framework and Improvement Plan:


Excellence through raising attainment: ensuring that every child achieves the highest standards in literacy and numeracy, as well as the knowledge and skills necessary to shape their future as successful learners, confident individuals, responsible citizens, and effective contributors.


Achieving equity: ensuring every child has the same opportunity to succeed, with a particular focus on closing the poverty related attainment gap.

Libraries also complement and provide vital support for other national programmes such as Bookbug, Reading Schools and the First Minister's Reading Challenge.
